MITECO registry seal levels: criteria and process
The seal shows an organisation's level of participation for a given year: calculation, reduction or compensation. Each level has its own criteria and process.
Calculation seal
Requirements
- Calculate the carbon footprint for the previous year. - At least Scopes 1 and 2 are required; Scope 3 is optional. - From January 2026, only emissions attributable to Spain can be registered. - Registration is generally voluntary; State public-sector entities have an annual reporting duty from 2026. - Processing time depends on the completeness of the documentation and the registry's review.
Process
1. Calculate the carbon footprint using an appropriate methodology. At least Scopes 1 and 2 are required; Scope 3 is optional. 2. Prepare the supporting documents requested by MITECO, including the activity description, emissions-reduction plan and registration materials.
Reduction seal
Requirements
- Register the current year and the previous three consecutive years. - The average emissions-intensity ratio for the most recent three-year period must be lower than the preceding three-year average. - The activity index is considered when comparing periods.
Process
The registry compares the average emissions-intensity ratio for the most recent three-year period with the preceding three-year average. It considers the company's activity index when assessing the change.
Compensation seal
Requirements
- Compensate emissions through an eligible absorption project recorded in the MITECO registry. - The registry does not set a minimum compensation amount. - Processing time depends on the completeness of the documentation and the registry's review.
Process
1. Select an eligible absorption project recorded in the MITECO registry. 2. Document the amount of emissions compensated.
